Tucker Miller is a Regional Consultant and Facilitator with ELI®. She has extensive experience in the field of labor and employment law and human resources. Prior to joining ELI®, she served in various leadership and legal positions in the dynamic, corporate environment of a Fortune 500 company for nearly 20 years. She has also worked as an independent consultant conducting workplace investigations into complaints of harassment and discrimination and serving as an expert trial witness.

She is licensed to practice law in the state of Washington and is a member of the Washington State Bar Association.

Ms. Westfall represents clients in the employee benefits and executive compensation aspects of mergers and acquisitions, financings, and other types of transactions, including due diligence, negotiations, and post-transaction benefits integration. In addition, she advises clients with respect to the design and operation of equity compensation arrangements, including all forms of stock compensation (such as stock option, restricted stock and phantom stock plans), partnership equity plans and long-term incentive plans, and the implications of Sections 162(m), 280G and 409A of the Internal Revenue Code on such arrangements. Ms. Westfall regularly represents both employers and senior executives in connection with the negotiation and drafting of executive compensation agreements, including employment, change-in-control, retention and severance agreements. Ms. Westfall also counsels investment fund sponsors and investing plans on the fiduciary, prohibited transaction and other implications of ERISA. She provides advice to clients on all aspects of their employee benefit programs, including the design and implementation of tax qualified retirement plans (such as 401(k) plans, defined benefit plans and ESOPs), health, welfare and other fringe benefit plans (including medical, dental, disability, life insurance, cafeteria and consumer-directed health plans), as well as compliance with ERISA, COBRA, HIPAA and the Internal Revenue Code.

Ms. Westfall received her B.A. in International Relations from Mount Holyoke College in May 2003, and her J.D. from Widener University School of Law in May 2006. Ms. Westfall earned her LL.M. in Taxation, with distinction, as well as an Employee Benefits Law Certificate, from Georgetown University Law Center in May 2007.

With over thirty years of experience in the benefits field, Lynn Franzoi is recognized as an accomplished Benefits Executive. She has demonstrated a unique ability to interface with employees and executives at all levels, providing quality benefits while controlling costs. Lynn has managed the design, administration and financing of benefits for Fox Entertainment Group, a major global entertainment company, as well as other major Los Angeles-based companies, including American Honda and Whittaker Corporation. Lynn is an accomplished executive who has served on the boards of hospitals and non-profit organizations and who has provided advisory services to public, private and government agencies.

Leslie E. Silverman is a shareholder at Fortney & Scott, LLC where she counsels and advises clients on complying with workplace laws, dealing with the Equal Employment Opportunity Commission, other government agencies and Congress, and on a wide range of workplace issues, including employment screening and diversity and recruitment and retention programs.  Ms. Silverman also conducts workplace investigations and represents clients before the EEOC and other government agencies.

Laurel G. Bellows is a Principal in The Bellows Law Group, P.C. Ms. Bellows is an experienced business lawyer who counsels senior executives around the world on employment matters such as employment contracts, executive compensation, severance agreements and workplace disputes. She also represents clients in areas ranging from commercial litigation to business startups. Ms. Bellows is licensed to practice in the States of Illinois, Florida and California, as well as in Federal courts throughout the country. She is also admitted and qualified as an Attorney and Counsellor of the Supreme Court of the United States. Ms. Bellows is a mediator, certified through the Institute for Conflict Management.

A respected voice on matters concerning negotiation, business litigation and the advancement of professional women, Ms. Bellows has written and lectured extensively. She has spoken on the subject of negotiation tactics before groups such as the Deloitte and Touche Leadership Conference, the Harvard Club of Chicago and the Women’s Leadership Exchange. She authored a chapter on negotiating in The Communication Coach, a book on business and personal communications and has written or been interviewed for articles on litigation and negotiation in publications such as Your Money, Nation’s Business, Chicago Life, Investment Dealer’s Digest, Time Magazine, The Washington Post, Working Woman and The Chicago Tribune.

Ms. Bellows is a leader in the legal community on the local and national levels. Laurel Bellows is Immediate Past President of the American Bar Association, 2013-2014. She is immediate past Chair of the American Bar Association’s House of Delegates, the ABA’s policy-making body; the second-highest elected office in the ABA. She is past President of the 22,000-member Chicago Bar Association and the National Council of Bar Presidents. American Lawyer Magazine selected Ms. Bellows as one of seven women nationally who contributed most to the advancement of women in the legal profession, Chicago Magazine designated her as a Power Lawyer and Crain’s Chicago Business named her in the Who’s Who in Chicago Business List and as one of Chicago’s 100 Women of Influence. In addition, Ms. Bellows has served on the Standing Civil Reform Act Advisory Committee of the U. S. District Court for the Northern District of Illinois, the Illinois Supreme Court Special Commission on the Administration of Justice and the U. S. Senate Judicial Nominations Commission for the Northern District of Illinois.

Peggy R. Mastroianni currently serves as the Associate Legal Counsel in the U.S. Equal Employment Opportunity Commission’s Office of Legal Counsel (OLC). She is responsible for developing Commission guidance under Title VII of the Civil Rights Act of 1964, the Age Discrimination in Employment Act, the Equal Pay Act, and the Americans with Disabilities Act (ADA), and for providing legal advice for the Commission on a wide range of substantive issues and administrative matters.

Mastroianni directed the development of the Commission’s Notices of Proposed Rulemaking on the ADA Amendments Act of 2008 and Title II of the Genetic Information Nondiscrimination Act of 2008, as well as policy documents addressing Religious Discrimination, Unlawful Disparate Treatment of Persons with Caregiving Responsibilities, Race and Color Discrimination, and National Origin Discrimination. Under Mastroianni’s direction, OLC also developed ADA guidance on Reasonable Accommodation, Disability Related Inquiries and Medical Examinations, Workers’ Compensation, and Psychiatric Conditions. Prior to her work in OLC, Mastroianni served as a trial attorney and appellate attorney in the EEOC’s Office of General Counsel.

In 2009, Mastroianni received the American Bar Association Section on Labor and Employment Law’s “Federal Labor and Employment Attorney of the Year Award.” In 2008, she was selected for the “Mary C. Lawton Outstanding Government Service Award” by the ABA’s Section of Administrative Law and Regulatory Practice.

Alice Kilborn, JD PHR, is an Associate Attorney at Moody & Warner, P.C., where her practice is  devoted to employment and labor law including advice and litigation in the areas of labor relations, wage and hour issues, class actions, discrimination, harassment, EEOC charges, wrongful termination, employment agreements, and other employment-related matters.  Prior to entering the legal field, Ms. Kilborn worked in Human Resources specializing in the areas of state and federal regulatory compliance and corporate training.  She has served as the State Legislative Director for the Society for Human Resource Management of New Mexico (SHRM NM) since 2009 and is a frequent, enthusiastic speaker regarding legislative activity affecting the workplace.
