States are the laboratories for policies that may become the model for the federal government or other states. As states continue to pass their own sets of intricate laws that touch on themes of AI, pay transparency, worker trainings, paid leave and many other topics, compliance challenges for multi-state employers or remote employees residing in other states are compounded. Explore the dynamic landscape of workplace laws across pivotal states with diametrically opposing viewpoints and end goals. Illustrative examples including California, New York and Illinois versus Texas, Florida and Iowa. Gain insights into the nuances of these states as they continue to create regional regulations and learn strategic approaches to ensure robust compliance within your organization.

As Director of Government Affairs and Corporate Citizenship, Deriece K. Harrington represents PepsiCo before state and local governments in the Mid-Atlantic and key national organizations. In her role, she engages with community and government officials on key regulatory and legislative issues impacting the company. While developing and maintaining key relationships with stakeholders in her region and around the country. Prior to her role at PepsiCo, she served as the Deputy Executive Director of the National Black Caucus of State Legislators, where she managed the day-to-day operations of the Caucus and critical relationships with corporate and nonprofit partners and legislative members from around the country. As a political science graduate of Morgan State University, she began her career as the Executive Director for the Legislative Black Caucus of Maryland, Inc. (LBCM). She was instrumental in implementing the Caucus’ agenda while operating as an intermediary between its constituents and community partners. Her tenure at the LBCM led her to gain her Master’s in Public Administration with a concentration in Public Policy and Management and her work with the Maryland Chamber of Commerce. As the Chamber’s Vice President of Government Affairs, she advocated on behalf of their members in the areas of employment law, energy, environment, transportation, and tax. Over the years, Deriece has participated in several leadership fellowship programs, including the American Young Professional Leadership Exchange Program (2022 Canada Exchange), and the Council of State Governments Robert J. Thompson Eastern Leadership Academy to name a few. She has also won numerous awards like the Daily Record’s Leading Women in Maryland, Top 40 under 40 in Prince George’s County by the Prince George’s County Social Innovation Fund and a 2018 Rising Star by the Living Classrooms Foundation. In 2021, she was named one of the Top 40 under 40 Very Important Professionals by The Daily Record. Deriece currently serves on several community and national boards and committees, including A Wider Circle, the Women and Girls Foundation, the Asian Pacific American Institute for Congressional Studies, and the Missing Pink Breast Cancer Alliance. She is an active member of Alpha Kappa Alpha Sorority, Inc. In her “free time,” Deriece enjoys listening to audiobooks, watching home improvement shows, and traveling with her family. Deriece is a native of Jamaica, New York, and currently resides in Southern Maryland with her husband and daughters.

Teleicia J.R. Dambreville, Esq. serves as Director, Managing Counsel – Employment for Burlington Stores, Inc., a Fortune 500 company of more than 70,000 employees, with over 1000 locations throughout the continental United States. In her role as in-house employment counsel, she manages Burlington’s employment litigation portfolio, including administrative proceedings, federal and state litigation, and alternative dispute resolution. Dambreville develops litigation strategy, oversees outside counsel and handles all aspects of the arbitral process under Burlington’s early dispute resolution program. Dambreville is also responsible for leading cross-functional teams and providing rapid, practical, business-oriented legal advice regarding all areas of employment law, employee relations, and sustainable diversity, equity and inclusion strategies to internal clients enterprise-wide. Dambreville also chairs Burlington’s DEI Corporate Council, where she leverages her employment law experience to develop and implement DEI initiatives impacting corporate employees. 

Prior to joining Burlington’s in-house legal team, Dambreville was a member of the Labor, Employment, Benefits, and Immigration Section at Buchanan Ingersoll & Rooney PC’s Philadelphia Office. Dambreville’s national employment law practice encompassed various aspects of litigation and proactive counseling. She has extensive experience representing management in employment litigation matters, including single-plaintiff discrimination cases, class and collective actions and traditional labor disputes. 

Dambreville earned a Bachelor of Arts degree from The University of Michigan in Ann Arbor, MI where she was a student-athlete competing on the Women’s Track & Field Team (2006 – 2010), and her law degree from The Pennsylvania State University Dickinson School of Law in University Park, PA where she was among 13 young professionals awarded the 2019 Penn State Alumni Association Alumni Achievement Award and the 2023 Law & Equity Alumni Award. She is a member of the bar in Pennsylvania and New Jersey. Dambreville serves on the board of directors for the Philadelphia Diversity Legal Group Alumni Association, Penn State Law Alumni Society, Providence Center, the Association of Corporate Counsel of Greater Philadelphia, and the National Employment Law Council.

C. Mitch Taylor is the Senior Advisor, Congressional Affairs at the Society for Human Resource Management (SHRM), serving as the primary in-house federal lobbyist. He joined the SHRM Government Affairs team in January 2019. Operating from the international headquarters in Alexandria, Virginia, he engages and educates House members, Senate members, and Capitol Hill staff about SHRM. His primary focus is positioning SHRM and its members as the authoritative voice on work, workers, and workplace issues.

Prior to joining SHRM, C. Mitch Taylor served as the Intergovernmental Affairs Manager for the Town of Davie in Broward County, Florida. There he oversaw the town’s federal, state, and local legislative strategies and advocacy.

Mr. Taylor sits on the national Board of Directors for the National Down Syndrome Society (NDSS) and is heavily involved with the March of Dimes. He is a graduate of the Florida State University (FSU), holding a Master of Public Administration and a Bachelor of Science in Political Science from the Askew School of Public Administration.
