Ken Cuccinelli began serving as the acting director of USCIS on June 10, 2019.

Mr. Cuccinelli and his wife, Teiro, grew up and live in Virginia. They have seven children, one son-in-law and one grandchild.

Mr. Cuccinelli served as Virginia’s attorney general from 2010 to 2014. During his time as attorney general, he led Virginia from being amongst the worst states in fighting human trafficking to becoming one of the best. Additionally, he led efforts resulting in record enforcement against gangs, health care fraud, and child predators. Mr. Cuccinelli also served in the Senate of Virginia from 2002 to 2010 and has practiced law for nearly 25 years.

Mr. Cuccinelli earned a mechanical engineering degree from the University of Virginia, a law degree from Antonin Scalia Law School at George Mason University, and a Masters in International Commerce and Policy from George Mason University.  Previously, Bo was General Counsel of the U.S. Immigration and Naturalization Service (INS) from 1999 to 2003, directing a legal program of 700 attorneys. He advised top U.S. officials on immigration law and has significant federal litigation experience as a former trial attorney in the Department of Justice. Bo has frequently testified before Congress and appeared in various media outlets such as PBS Newshour, Sixty Minutes, and CNN. He participated in negotiating international immigration agreements and served as a U.S. delegate to international organizations.  

Bo has taught immigration, national security and related courses at the University of Michigan, Georgetown and American University law schools, and he currently teaches asylum law as a member of the adjunct faculty at Tulane Law School. As former federal prosecutor and leader of multiple federal and local agencies, clients look to Leon to give them direct advice on the risks related to investigations, to give them guidance on responding to investigations, to advocate for an optimal resolution, or to aggressively litigate their matters to positive outcomes.

Leon is a founding member of the firm's Immigration and Compliance specialty team. He has helped clients understand this rapidly changing and increasingly risk-laden area. From 2014 to 2017, Leon served as the Director of US Citizenship and Immigration Services (USCIS), following a more than two decade career as a prosecutor, law firm partner, and government agency leader. From 2011 to 2014, Leon served as the Director of the US Department of Health and Human Services, Office for Civil Rights. This diverse range of experiences make him most effective for multidisciplinary matters involving multiple and serious risk vectors for clients.

Leon serves as chair of Seyfarth Government Relations Policy Group and works with clients to develop multifaceted strategies to achieve desired public policy outcomes. A veteran of many congressional hearings, he also assists clients who either have been summoned to testify or provide documents before congressional committees. Leon has also handled interdisciplinary problems requiring an attorney with extensive and diverse experience in litigation and investigations, in interacting with the government at all levels, and interacting with media and external stakeholders.

Leon is also chair of the firm's Health Care Regulatory and Compliance group, and a co-chair of the Health Care Privacy, Security and HIPAA group. Ray S. Leki is a career member of the Senior Executive Service of the United States government at the Department of State, Foreign Service Institute. He is also an adjunct professor of intercultural management with the rank of Senior Interculturist in Residence at American University, and an author. At the Foreign Service Institute, he is the director of the Transition Center, where he oversees preparation and support for employees and family members entering, transitioning within, and leaving the U.S. foreign affairs community. He has developed, designed, and overseen the implementation of international awareness training for the U.S. foreign affairs community for nearly 40 years. His work in government began as a Peace Corps Volunteer in Nepal in 1979, and continued with a series of Peace Corps staff assignments in Washington, Nepal, Pakistan, and Poland, before joining the Department of State in 1991.

Ray has taught a range of graduate courses and seminars through American University’s School of International Service, Intercultural Management Institute. They include international personal and organizational security, crisis management and communication, intercultural facilitation and training, multicultural negotiation, and spirituality and conflict transformation. He is a recipient of the school’s adjunct faculty of the year award.  

Ray published Travel Wise: How to Be Safe, Savvy and Secure Abroad through Intercultural Press/Nicholas Brealey Publishing in 2008. The book shares his thoughts, experiences, and techniques in preparing sojourners for international success through integrating cross-cultural competence, emotional intelligence, interpersonal skills, and security awareness with careful identification and analysis of motives and motivation. Travel Wise is used by businesses, study abroad programs, international and non-governmental organizations and government employees and agencies to protect people and ensure mission success.

At the U.S. Department of State, he has been a leader in dealing with far-flung diplomatic communities experiencing crisis and trauma. Recent interventions included work in Iraq, Afghanistan, Yemen, Egypt, Jordan, Lebanon, South Sudan, the Democratic Republic of the Congo, Algeria, Moscow, and Ciudad Juarez, Mexico. He has focused his organizational efforts on creating smarter, more resilient, and more effective expatriates. In 2016, he opened the Center of Excellence in Foreign Affairs Resilience as a new division within the Transition Center.

He is a fellow of the International Academy of Intercultural Researchers, and is on the advisory boards of the Society for Intercultural Education, Training, and Research USA, the Foreign Service Youth Foundation, and the International Association of Protocol Consultants. Current interests include resilience, leadership, intercultural communication, crisis management across cultures, and crisis aftermath psychology. He studied chemistry at Southern Illinois University and has his master’s from Georgetown University’s McDonough School of Business. He lives in Fairfax, Virginia.

Peterson currently serves on the Board of A.T. Kearney’s recently established Energy Transition Institute, a non-profit group with the mandate of providing decision-makers with strategic recommendations based on objective research combining deep technology expertise with business acumen and foresight.  He has also served on several advisory boards and judging panels, including the Center for Global Business Studies at Pennsylvania State University, the Center for the Study of the Presidency and Congress, and the Gerald R. He has served as immigration counsel in connection with several of the largest immigration investigations ever pursued by the federal government.

Before joining BAL, Lynden served as Chief Counsel of U.S. Citizenship and Immigration Services (USCIS), where he was a key advisor to senior leadership within USCIS, DHS, the White House, and other federal agencies on all aspects of immigration law. Lynden also served as Special Counsel to Senator John Cornyn, who was Chairman of the Senate Subcommittee on Immigration, Border Security and Citizenship; in that role, Lynden played a leading role in drafting and managing comprehensive immigration legislation.
