Scott F. Cooper is Senior Counsel of the Troy, Michigan offices of the Fragomen firm. His practice involves business-related immigration matters for small, mid-size and Fortune 100 companies; higher education and research institutions and foundations. Scott has served on the national Board of Governors of the American Immigration Lawyers Association and Chaired the Immigration and Nationality Law Committee of the Chicago Bar Association. He has been listed in the International Who’s Who of Corporate Immigration Lawyers, Super Lawyers, and Best Lawyers in America and served as an instructor/speaker at several law schools, state CLE programs, HR and legal conferences.

Gennady Babankov, J.D. is a Manager of SHRM Exchange Visitor (J-1) Program. Babankov oversees two private sector exchange programs for foreign trainees and interns and helps develop, implement, and promote SHRM benefits portfolio for global mobility and immigration members.

Babankov has more than 20 years of experience building and managing global education and training programs for students and professionals. He has experience in teacher training, study abroad, cross-cultural training, and language acquisition, and has directed field operations in Russia, Central Asia, Middle East, and the Caucasus.

Prior to joining SHRM in 2019, Babankov managed several education and training programs sponsored by the federal government, including the Flagship Overseas Language Program (U.S. Department of Defense), Fulbright Teacher Exchange Program (U.S. Department of State), and the Open World Program (Library of Congress).

Babankov earned his J.D. degree from the Antonin Scalia Law School at George Mason University, a master’s degree from the Johns Hopkins University, and a bachelor’s degree from the Lomonosov Moscow State University in Russia.

Babankov has lived in the United States since 1994 and currently resides in Fairfax, VA.

Patrick Shen is a partner with Fragomen’s Government Strategies and Compliance Group. He previously was confirmed unanimously by the U.S. Senate in 2007 as Special Counsel for Immigration-related Unfair Employment Practices. He also served as ICE Policy and Planning Director, Chief Immigration Counsel of the Senate Judiciary Committee, and trial attorney with DOJ’s Office of Immigration Litigation. Patrick was an adjunct professor of law at American University, and became an emergency medical technician in 2002 in Maryland where he still volunteers with his fire department. Patrick was a sports reporter in Taiwan before law school.

 

Evan Green is one of the two Senior Partners at Green and Spiegel and is Certified as a Specialist in Immigration Law by The Law Society of Ontario. ​Evan is called to the bar in both Canada and the United States and is able to practice federal immigration law in both countries. Evan has been practicing immigration law for over 25 years and has extensive experience in all areas of Canadian immigration. Evan has been identified for many years as a leading practitioner in immigration law. Evan is considered a subject matter expert in the field, frequently asked to speak as a panelist, moderator and lecturer.

Within the firm, Evan manages the U.S. practice for the firm which includes U.S. immigration matters processed from the Toronto office as well as the 3 offices in the U.S. Evan is particularly skilled at navigating cross-border issues on either side of the Canadian and U.S. border. Evan’s strong understanding of the nuances of Canada/U.S. cross borders issues allows him to provide clear and quick counsel to many companies with business interests in both Canada and the U.S. Evan is a member of the American Immigration Association and, over the years, has held numerous executive positions in the Canadian Chapter including President. Evan also is a leading practitioner in the area of U.S. consular processing and is considered the “go to guy” for many U.S. attorneys who contact Evan on a regular basis regarding processing at the U.S. Consulates in Canada as well as a multitude of issues related to Canada/U.S. border issues.

Dan Berger is a partner at the immigration law firm of Curran, Berger & Kludt in Northampton, MA.

Dan developed his interest in immigration in college, where he studied immigration history and taught English to adult refugees. He is a founding member of the US Alliance of International Entrepreneurs, an Honorary Fellow of the American Academy of Adoption Attorneys, on the Legal Advisory Board of the Presidents’ Alliance on Immigration & Higher Education, and a member of the USCIS Headquarters liaison committee for the American Immigration Lawyers Association (AILA).

Dan has edited Immigration Options for Academics and Researchers and the Diplomatic Visa Guide. He wrote an Issue Brief for the American Council on Education (ACE) after the 2016 election, and was a co-author on a “Note” on immigration in 2017 for the National Association of College and University Attorneys (NACUA).

SHRM member Scott Oswald is an accomplished trial lawyer who has brought more than 40 trials to verdict, tallying more than $300 million in judgments and settlements. As managing principal at The Employment Law Group, he represents employees and whistleblowers in matters ranging from wrongful termination to corporate fraud. Mr. Oswald serves as chair of the Federal Bar Association's Qui Tam Section, which focuses on whistleblower law. He earned his law degree at Howard University and is a fellow of the elite College of Labor and Employment Lawyers. He has been recognized by Super Lawyers, Best Lawyers, Lawdragon, and more.

Elizabeth Bille is an employment law attorney and currently serves as the subject matter expert on the prevention of harassment and discrimination in the workplace for EVERFI. Prior to joining EVERFI, Elizabeth was general counsel and chief ethics officer of the Society for Human Resource Management (SHRM); served as a legal and policy advisor to the Vice Chair of the EEOC; and counseled employers at the law firm of Hogan & Hartson (now Hogan Lovells). Elizabeth's work has been cited by several news outlets such as National Public Radio, the Wall Street Journal, and the New York Times.
