Patricia Spetz is our Manager of Enterprise Relations at SHRM, serving as the account manager for our enterprise clients.  Previously she worked with our immigration affiliate CFGI overseeing their membership acquisition and retention efforts.  She came to us from the Girl Scout Council of the Nation’s Capital (GSCNC) where she served as their Area Membership Manager in charge of managing a team of 9 staff who oversaw a membership of 17,000 girls and adult volunteers. Patricia has a master’s in International Development and Social Change from Clark University in Worcester, MA; A BA in Government with a Minor in Economics from the same University.  She began her career as a Project Manager for Catholic Relief Service in the Dominican Republic overseeing economic strengthening and child-maternal health projects. Patricia was born in Lima, Peru, and has lived in the Unites States for over 25 years with her husband and three children.

Daniel is a Partner in firm’s Washington, DC office. His experience includes counseling corporate clients on business immigration and compliance and enforcement matters. Prior to entering private practice, Daniel held a number of senior positions within the Department of Homeland Security (DHS). From May 2005 to August 2006, he served as Counselor to the Assistant Secretary and then Director of the Office of Policy and Planning at U.S. Immigration and Customs Enforcement (ICE). Daniel also served as the first director of ICE’s Secure Border Initiative Program Management Office, and was the Co-chair of the Federal Enforcement and Corporate Compliance team. As vice president of LimeLife, she  worked with leading brands such as Time-Warner, NBC Universal, Bravo TV New Media, and Rachael Ray, for launches across all major North American carriers.  With Stunt Puppy Entertainment, she served as COO as the company developed four Number 1 ranking titles, including “Barbie Nail Designer” and “Barbie Gotta Groove” for Mattel, as well as the inaugural “Dora the Explorer” CD ROM adventures, and oversaw all production, financials and acquisition of new business development, focusing on licensor driven content for such entities as Disney/Buena Vista Games, Atari/Infogrames and Leapfrog Toys.

Denise is the Executive Director of the Racine Arts Council and serves on the board for Real Racine Convention and Visitors Bureau.  She also serves on advisory boards for Milwaukee Area Technical College and The Wisconsin Arts Board.

Craig holds the position of vice president of Human Resources for Dell’s Global Commercial Sales and Enterprise Solutions Organization. In this role, he provides HR support for 25,000 sales, marketing, and engineering employees that develop and deliver technology solutions to consumers, small and medium businesses, public institutions and large enterprises worldwide. Upon Dell’s recent annoucement ot its intent to acquire EMC, Craig has been appointed to lead the Organization, Talent, Culture, and Change Management workstream for the integration.

Prior to joining the Global Commercial Sales and Enterprise Solutions team in November 2013, Craig held several executive roles at Dell, most recently as the Vice President of Human Resources for the Global Commercial Sales organization. He also served as Vice President of Global Compensation and Benefits with responsibility for corporate compensation, sales compensation, executive compensation and employee benefits.

Previously, Craig co-founded Motivari Consulting, which specialized in compensation consulting services. At Motivari, he assisted many clients, large and small, in the design, implementation, and management of their compensation programs. Prior that, Craig spent five years at Dell, where he led Executive Compensation and served as the head of Compensation, Benefits, and HR Operations for a $30 billion business unit with 25,000 employees.

Craig spent eight years at leading benefits consulting firms Hewitt Associates and Towers Perrin as the Board-level compensation consultant to a number of Fortune 500 companies in various industries.

Craig holds a BBA from Texas Christian University and an MBA from the University of Notre Dame.

Jenn Saavedra joined Dell in 2005 after several years serving as an external consultant to Fortune 50 companies, the US armed forces and government. David Weil

David Weil was sworn in as the Administrator of the Wage and Hour Division on May 5, 2014. Dr. Weil is an internationally recognized expert in public and labor market policy; regulatory performance; industrial and labor relations; transparency policy; and supply-chain restructuring and its effects.

Prior to this appointment, Dr. Weil served as professor of economics and the Peter and Deborah Wexler Professor of Management at Boston University School of Management. He also served as co-director of the Transparency Policy Project at the Ash Institute at Harvard’s Kennedy School of Government. He has written three books on labor market policy, including the recently published The Fissured Workplace. He has authored numerous articles and publications in a variety of economics, public policy, management, and industrial relations journals and books, as well as numerous publications in non-academic outlets.

No stranger to the Department’s mission or its work, Dr. Weil has served as an adviser to both the Wage and Hour Division and to the Occupational Safety and Health Administration, as well as to a number of other government agencies. He also has served as mediator and adviser in a range of labor union and labor/management settings across the globe. In addition to his work for the Department, his research has been supported by the National Science Foundation, the National Institutes of Health, the Russell Sage Foundation, the Alfred P. Sloan Foundation, and the National Institute of Occupational Safety and Health, among others.

Dr. Weil received his B.S. at Cornell University and M.A. and Ph.D. in public policy at Harvard University.

Victoria A. Lipnic is a Partner at Resolution Economics. She leads the Company’s Human Capital Strategy Group. The Human Capital Strategy Group combines the Company’s expertise in data analytics and deep knowledge of regulatory requirements with an interdisciplinary approach to advise organizations on the full range of their human capital needs and reporting requirements including recruitment, selection, promotions, DE&I, pay equity, and ESG, especially as to equal employment opportunity and anti-discrimination issues.

Ms. Lipnic joined Resolution Economics in 2021. She has broad experience in the full range of human capital, labor and employment issues, especially from the regulatory enforcement perspective. Prior to joining the Company she served as Commissioner of the U.S. Equal Employment Opportunity Commission (“EEOC”) from 2010 to 2020 and Acting Chair from 2017 to 2019. She was appointed to the EEOC by President Barack Obama and confirmed by unanimous consent by the U.S. Senate. At the EEOC she worked on policy, cases, and regulations falling under all of the statutes enforced by the Commission including Title VII of the Civil Rights Act of 1964, the Age Discrimination in Employment Act (ADEA), the Americans with Disabilities Act (ADA), the Equal Pay Act (EPA), the Pregnancy Discrimination Act (PDA) and the Genetic Information Nondiscrimination Act (GINA). While at the EEOC she participated in numerous agency regulatory initiatives including the final GINA regulations, the ADA, as amended, regulations, and the revisions to the EEO-1 form to include pay data reporting. She organized the agency’s first public meeting on Big Data in Employment, created its Chief Data Officer position, oversaw development of the Office of Enterprise Data and Analytics and published a significant report on age discrimination. She co-chaired the EEOC’s Select Task Force on the Study of Harassment in the Workplace, and co-authored its seminal report, issued in 2016, before the #MeToo movement. Prior to the EEOC, she practiced law with Seyfarth Shaw.  She also served as Assistant Secretary of Labor for Employment Standards from 2002-2008, appointed by President George W. Bush, where, among other regulatory enforcement agencies, she oversaw the Office of Federal Contract Compliance Programs and the Wage and Hour Division. In 2021-22 she chaired the Artificial Intelligence – Technical Advisory Committee for the Institute for Workplace Equality.

Chai Feldblum began her service as a Commissioner of the Equal Employment Opportunity Commission in April 2010. She was confirmed by the Senate for a second term, which will end on July 1, 2018. During Commissioner Feldblum's service on the Commission, she has focused on all the employment civil rights issues within the jurisdiction of the EEOC. She has focused in particular on the employment of people with disabilities, pregnancy accommodation, sexual orientation and transgender discrimination, harassment prevention, the structure and process of the federal sector complaint system and strategic planning for the Commission. Prior to her appointment to the EEOC, Commissioner Feldblum was a Professor of Law at the Georgetown University Law Center. She founded the Law Center's Federal Legislation and Administrative Clinic, which represented a range of organizational clients focused on social justice. She also founded Workplace Flexibility 2010, a policy enterprise focused on finding common ground between employers and employees on workplace flexibility issues. Commissioner Feldblum played a leading role in helping to draft and negotiate the Americans with Disabilities Act of 1990 and the ADA Amendments Act of 2008. She has also worked to advance lesbian, gay, bisexual and transgender rights and was one of the drafters of the original Employment Nondiscrimination Act. Commissioner Feldblum is the first openly lesbian Commissioner of the EEOC and is the fourth person with a disability to serve on the Commission. Commissioner Feldblum clerked for Judge Frank Coffin of the First Circuit Court of Appeals and for Supreme Court Justice Harry A. Blackmun after receiving her J.D. from Harvard Law School. She received her B.A. degree from Barnard College.
