Scott J. FitzGerald is the Managing Partner of the Boston, Massachusetts office of Fragomen, Del Rey, Bernsen & Loewy LLP, and a Managing Director of Fragomen Immigration Services India Pvt., Ltd. Mr. FitzGerald has previously served as the Managing Partner of the firm's Washington D.C. and Vienna, Virginia offices, as well as an Associate in the firm's New York office. He is admitted to practice law in Massachusetts, New York, Connecticut and Washington D.C., and is a member of the Labor Relations Committee of the United States Chamber of Commerce, and the U.S. India Business Council. He is also a member of the American Bar Association, the Federal Bar Association, the Association of the Bar of the City of New York, and the American Immigration Lawyers Association. Mr. FitzGerald also serves on the Board of the Council for Emerging National Security Affairs (CENSA). Mr. FitzGerald lectures and writes frequently on business immigration issues, and is an Adjunct Professor of Immigration Law at Boston College Law School. He is a graduate of the Johns Hopkins University (B.A., International Studies) and Fordham University School of Law (J.D.).

Mr. Stephens was born in Salt Lake City and grew up in Ogden. He attended Weber State College, and graduated cum laude from Utah State University with a bachelors degree in Landscape Architecture and Environmental Planning.  After working for the US Department of Agriculture in the Forest Service for 6 years, he returned to school, obtaining a Masters in Business Administration degree with an emphasis in Organizational Behavior from Brigham Young University in 1988.

Michael S. Cohen is a partner in Duane Morris’ Employment, Labor, Benefits and Immigration Practice Group.  Michael concentrates his practice in the areas of employment law training and counseling. At Jhpiego, Howard spearheads the organization’s leadership development program and leads a team of 5 regional HR business partners who support country HR operations, himself currently backstopping Ghana, Guatemala, and Mozambique. During his 40-year career with experience in nearly 90 countries, Howard has had senior-level positions in HR, training and development, global business development, and program management in for-profit and non-profit businesses and the US Peace Corps. In April 2023 Howard was recognized with an OnCon Icon peer-voted award among the “Top 50 HR Professionals” for having made a considerable impact on their organization and/or previous organizations; made strong contributions to their community through thought leadership; innovated in their role/career; and exhibited exceptional leadership.
