Jason Sheffield is BRPs National Director of Compliance for the Baldwin Regulatory Compliance Collaborative. He oversees the ongoing evolution of our firm's national compliance operations. Jason develops, designs and implements educational programming and compliance assuredness services by creating timely and relevant solutions designed for the benefit of our clients and colleagues, our industry partners, and the general benefits community. Jason has practiced employee benefits law and consulting for nearly two decades, representing individual, corporate, and tribal interests at the local, state, and federal levels. He has advised clients and provided representative services before administrative agencies such as the DOL, the IRS, CMS, OCR, several state-level treasury authorities, and others. He has experience with both qualified and non-qualified retirement plans, executive compensation matters, and extensive experience respecting health and welfare plan matters. Jason received his undergraduate degree from Georgia State University (magna cum laude) and his Juris Doctor from Western New England College School of Law. He is admitted to the State Bar of Georgia.

Mark is a Partner in Berry Appleman & Leiden LLP’s Dallas office. Mark represents clients ranging from startups to Fortune 500 companies in the IT, health and medical research, engineering, transportation, and pharmaceutical industries. He focuses on providing corporations with strategic advice and insight while they seek to hire and retain global talent. As the son of two immigrant parents, Mark uses his family’s experiences to carefully navigate clients through the US immigration system.  

Partnering with corporate HR and legal teams, Mark develops immigration sponsorship and compliance programs, and aligns services with business operations. He advises companies on the impact of corporation reorganizations and mergers and acquisitions. Mark also advises researchers and health care professionals on EB-1, PERM, Physician NIW, and Conrad 30 J-1 waivers. Mark has extensive experience with health care immigration and has represented both institutional clients and individual physicians. 

Lorraine Cohen is a Partner in the Global Employment Services (GES) practice for Deloitte Tax LLP in San Francisco.  She is the Americas Leader for Deloitte’s Emerging Workforce team which includes both Business Travel Analytics and Remote Work practice offerings.  She has developed the approach and methodology for mitigating risk for business travelers and remote workers for Deloitte Tax globally. 

Lorraine worked with the California Franchise Tax Board to streamline reporting for international inbound travelers to California which resulted in the passage of AB2660, allowing composite filings for international nonresident travelers to California.

Eileen is a Senior Associate and member of BAL’s Government Strategies team in BAL’s Washington, D.C., office. Eileen graduated from Georgetown University with a B.A. in English and French and a J.D. from American University College of Law. She is a legislative and government policy expert and provides strategic counsel to clients on corporate immigration program compliance and management.

Eileen has expertise advising clients on a wide-range of corporate immigration matters, including Form I-9 and E-Verify compliance, H-1B program obligations and immigration audits.
