Judge Mary A. Celeste (ret.) sat on the Denver County Court bench 2000-2015. She was the Presiding Judge 2009-10 and the co-founder of the Denver County Court Sobriety Court. She is currently a law school professor teaching Marijuana and the Law at California Western School of Law and at the Florida Gulf Coast University Fall 2023. She is considered a national content expert and speaker on the topic of cannabis and the law. She recently coordinated the successful National Interdisciplinary Cannabis Symposium 2022. She is a former board member of the IALGBT+ Judges’ Association and member of the Judicial Advisory Board for the Foundation for the Advancement of Alcohol Responsibility (FAAR); Faculty for the National Association of Drug Court Professionals (NADCP) and the National Judicial College (NJC). She has also served as the past chair of ABA National Conference of Specialized Court Judges; the President of the American Judge’s Association and the Colorado Women’s Bar Association Foundation, and, as a National Highway Traffic Safety Administration (NHTSA) Judicial Outreach Liaison. She has written many articles and is a national expert and speaker on the topics of cannabis, marijuana, marijuana and drug impaired driving, drugged driving, and cannabis and specialty courts.

Anjelica Dortch is Senior Director of U.S. Government Affairs at SAP – the world’s largest provider of enterprise application software – where she manages the company’s cybersecurity, artificial intelligence, and workforce policy portfolio. Prior to joining SAP, Anjelica led scale up of tech policy positions at IBM within the Government and Regulatory Affairs team with a focus on artificial intelligence, hybrid cloud, and intellectual property.

Megan is the Deputy Lead of the Responsible AI team at Booz Allen Hamilton, with a focus on scaling the operationalization and advancement of Responsible AI across the Civil, Defense, and Intelligence sectors. In addition to her work advancing Ethical AI, she leverages her unique learning and development (L&D) and I/O Psychology experience as an advisor on AI change management initiatives.

Previously Megan helped launch and served as COO for CertNexus, a personnel certification company focused on developing vendor neutral high stakes certifications for emerging technologies including Data and AI Ethics, Data Science, AI, IoT and Cybersecurity. As part of this she managed the organization’s ISO accreditation, and DoD 8140 Directive approvals, co-led marketing and served as a subject matter expert for the business credentialling curriculum including co-authoring the Data Ethics for Business Professionals course, and as an instructor and advisor on two Coursera specializations on AI and AI Ethics.

Megan currently serves as lead on the NIST’s National Initiative for Cybersecurity Education Talent Management employers guide to effective job descriptions project team, and formerly sat on the board for the Cybersecurity Credentials Collaborative, and California Technology Council. 

Megan holds a Bachelor of Fine Arts and Psychology from Alfred University and is currently completing her Master of Science in Industrial/Organizational Psychology at George Mason University, where her research is focused on the impact of microaggressions on perceived organizational fit. Dr. Alonso received his doctorate in Industrial-Organizational Psychology from Florida International University in 2003. His works have been recognized for their contribution to real-world issues. They include being recognized by the Society for Industrial Organizational Psychology (Division 14 of the APA; SIOP) with the 2007 M. Scott Myers Award for Applied Research in the Workplace for the development of the federal standard for medical team training, TeamSTEPPS; being awarded a 2009 Presidential Citation for Innovative Practice by the American Psychological Association for supporting the development of competency model for team triage in emergency medicine; and receiving the 2013 SIOP Distinguished Early Career Contributions for Practice Award.

Throughout his career, he has published works in peer-reviewed journals such as Industrial and Organizational Psychology: Perspectives on Science and Practice, Journal of Applied Psychology, International Journal of Selection and Assessment, People and Strategy, Personality and Individual Differences, Quality and Safety in Health Care, and Human Resources Management Review. He has also authored several chapters on community-based change initiatives in workforce readiness, as well as co-authoring Defining HR Success: A Guide to the SHRM Competency Model in Practice.
